Securing an education loan in Singapore usually means providing a guarantor, but there are notable exceptions depending on the scheme, your employment status, and your income. Here’s how it works across major options.
Available options without a guarantor
CPF Education Loan Scheme
The primary route where most Singapore Citizens and PRs can fund their tertiary studies without a guarantor.
Eligibility: Available to local students enrolled in approved institutions (universities or polys) and funded using your own, your parent’s, or your spouse’s CPF Ordinary Account savings.
In most cases, CPF does not require a guarantor, though it may reserve the right to ask for one if needed.
Approval depends on having enough CPF OA funds, not on income or other collateral.
Bank education loans for working adults
Some bank education loans let working adult applicants apply as "single applicants"—i.e., without a guarantor—subject to meeting certain requirements, such as having a stable income (typically at least $18,000/year).

Personal or digital loans
Certain personal loans and digital lending products, which can fund education, do not require a guarantor if you meet credit and income requirements.
Approval is subject to your credit profile and annual income rather than your student status.

When a guarantor is strictly required
Most students without a stable income will need a guarantor for both government-backed and private education loans.
Applicants below 21 years old must almost always have a guarantor, as they cannot enter legal lending contracts alone.
The Higher Education Student Loan (HESL) scheme (which replaces the Tuition Fee Loan, Study Loan and Overseas Student Programme Loan) requires a guarantor.
In summary, a guarantor is essential whenever:
The borrower has insufficient or no income.
The borrower is under the legal age for contracts in Singapore.
